1       Introduction

           

The National Board of Examination was established in 1975 with the prime  objective of improving the quality of the Medical Education by elevating the level and establishing standards of post graduate examinations in modern medicine on an all India basis. It was to function as a National resource for imparting quality for  evaluation of professional competence in Medical Sciences. There are more than 149 recognized Medical Colleges in the country. In addition there are  370  accredited institutions imparting training various Broad  and Super specialities for the award of postgraduate qualification in Broad and super specialities.   The Board at present conducts postgraduate and postdoctoral examinations in 42 disciplines approved by the Board for the award of Diplomate of National Board. The Medical Council of India has laid down standards for post graduate examinations conducted by various medical colleges and affiliated to concerned universities and other institutions. Yet  the levels of proficiency and standards of evaluation  vary considerably in these institutions. The setting up of a National Body to conduct post graduate medical examination was intended to provide a common standard and mechanism of evaluation of  minimum level of attainment of the objective for which post graduate courses were started in medical institutions. Moreover, intra country and international comparison will be facilitated with the availability of commonly accepted evaluation mechanism.

 

Recognition of DNB qualifications

 

The Nomenclature of the degree awarded by the National Board of Examinations is called the “Diplomate of National Board”.  The list of recognised qualifications awarded by the Board in various Broad and Super specialities as approved by the Government of India and included in the First Schedule of IMC Act 1956 is as at annexure.

 

The Diplomate qualifications awarded by the National Board of Examinations have been equated with the postgraduate degree and post doctorate qualifications of Universities by the Government of India, Ministry of Health and Family Welfare, vide their notifications issued from time to time.  The holders of Board’s qualification awarded after an examination are eligible to be considered for specialists post in any Hospital other than a training/teaching institution. For teaching appointments  as lecturers in the broad specialities, the holders of Diplomat NB should have at least 1 year experience as Tutor/Registrar/Demonstrator or  an equivalent post in recognised medical college imparting undergraduate teaching. Regarding the candidates holding Diplomate NB in Super Speciality Subjects, the training shall be for two years in a recognised medical college having recognised post graduate medical degree in the concerned speciality for appointments as a Lecturer.

3.             Application can be downloaded from internet www.natboard.nic.in. The examination fee should include Rs.500/- extra on account of such downloaded application forms. 

4.         Instructions in the bulletin are liable to changes based on decisions taken in the Governing Body from time to time.   However candidates will be governed by the Information of Bulletin vide which they were registered for determining the eligibility.   So far  the theory & practical examinations are concerned  they will be governed by the information bulletin vide which they  applying for the theory examinations.

5.             Fees once paid will neither be carried forward to a future date nor refunded under any circumstances.

 

6.             Request will not be entertained for changes in date/center for theory and practical examinations under any circumstances.

 

7.             Application of candidates producing false or fabricated records will not be considered.  Such candidates will be further debarred from appearing in future examinations of the Board.

 

8.             Quote applications form number and subject of examinations for your query. Queries pertaining to eligibility and other issues will only be entertained if the information requested is not given in bulletin or on website www.natboard.nic.in

 

9.             Candidates should keep a photocopy of the application and other documents sent to Board’s office.

 

10.                NBE reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the CET/Final Examinations even though the admit card/roll number has been issued.

 

11.                Candidates should ensure before applying for the registration that their MBBS/MD/MS/Diploma is recognized by MCI/University. If it is found at any time that the Degree/Diploma is not recognized by MCI/University then the NBE will have the right to cancel the registration.

 

12.             The jurisdiction for court cases shall be in Delhi in the Delhi High Court.          

 


2.                General information for candidates

 

2.1.      A candidate holding medical qualification registrable under the Medical Council of India Act 1956 and such other qualification as may be recognized by the Medical Council of India from time to time, is eligible to take the Board’s examination. Candidates are required to register with the Board for getting required training as a DNB candidate in a Hospital/Medical College recognized by NBE/MCI/Univ. for the purpose of training.

 

2.2.      A candidate for the examinations in broad specialities is required to pass two separate examinations viz CET and Final.

 

2.3.      In Super specialities, a candidate is not required to take CET examination except in Neuro Surgery, Plastic Surgery and Paediatric Surgery (Five year direct course).

 

2.4.      The examinations are held twice a year.

 

2.5.      Applications for admission to the examination should reach  NBE by the  specified dates.

 

2.6       Statements made by the candidate in the application form shall be certified by the head of the institution at the appropriate place and the application shall by supported by the relevant documents.  Candidates who are not in service shall get their forms signed by a Gazetted Officer.

 

2.7.           Application of candidates producing false or fabricated records will not be considered and the candidate will be further debarred from appearing in future examinations. 

 

2.8       Candidates should go through the bulletin carefully for eligibility criteria before writing to the Board’s office. Queries pertaining to eligibility and other issues will only be entertained if the information requested is not given in bulletin or on website www.natboard.nic.in

 

2.9.     Incomplete applications or application not in accordance with

           instructions, will not be considered. In such cases, the examination fee

           will not be refunded.

 

2.10.       Fee will neither be carried forward to a future date nor refunded under any circumstances.

However candidates will be governed by the Information of Bulletin vide which they were registered for determining the eligibility.   So far  the theory & practical examinations are concerned  they will be governed by the information bulletin vide which they  applying for the theory examinations.

2.12.       Request will not be entertained for change in date/center for theory and practical examinations under any circumstances.

2.13.   Absentees from the examination will forfeit their examination fee.

2.14.       A Duplicate Degree certificate will only be issued to the Final pass candidate either through mail or in person or to the authorized representative of the candidate on receipt of an affidavit regarding non-receipt of the original degree. Request to be accompanied by DD of Rs. 500/- in favour of National Board of Examinations payable at New Delhi. Possession of original and duplicate at any point of time by the candidate will call for action deemed fit by the Board.

2.15.       Photocopy of the filled in application form must be retained by the candidate for future use/correspondence.

2.16.       All certificates (photocopies) should be attested by a Gazetted Officer. Unattested copies will not be accepted.

2.17.       Result/Registration number and Roll number for CET and Final   Examinations can also be seen on the website www.natboard.nic.in

2.18.       The following categories of candidates are required to submit thesis and also a log book duly certified by their supervisors for the final examination of the Board.

a.      Broad Specialties: All candidates except those who are written their thesis during their MD/MS examinations.

b.     Super Specialties - 5 years direct course:

All candidates undergoing training for a period of 5 years in the subject of Neuro Surgery, Plastic Surgery and Peadiatric Surgery.          

2.19.       Every candidate, at the time of practical examination, will be required to produce performance record (log book) containing details of the work done by him/her during the entire period of training as per requirements of the log book. It should be duly certified by the supervisor as work done by the candidate and countersigned by the administrative Head of the Institution. In the absence of production of log book, the result will not be declared.  However, a certificate to this effect has to be attached alongwith the application form for eligibility purposes. The supervisor would also offer his remarks on the training received by the candidates in the log book.

2.20.       All Payments are to be made by crossed Bank Draft in favour of National Board of Examinations payable at New Delhi.

2.21.       Thesis/ Dissertation to be submitted along with the prescribed assessment fee of Rs. 1,500/- through Bank draft 6 months prior to commencement of examination.

 

 

 

2.22.       NBE reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the CET/Final Examinations even though the admit card/roll number has been issued.

2.23.       Candidates should ensure before applying for the registration that their MBBS/MD/MS/Diploma is recognized by MCI/University. If it is found at any time that the Degree/Diploma is not recognized by MCI/University then the NBE will have the right to cancel the registration.

2.24.       Migration from one institution to another will be considered on mutual acceptance from the concerned institutions after obtaining ‘No objection certificate’.

2.25.       Candidates are advised to read the registration rules carefully at the time of start of their training.

2.26.       All the correspondence should be addressed to the Executive Director, National Board of Examinations, Mahatma Gandhi Marg, Ansari Nagar, New Delhi-110029.

2.27.       Candidates who have passed the examination conducted by the National Board of Examinations in August/November, 1992 and onwards can be enrolled as members of the National Academy of Medical Sciences, New Delhi on the following terms and conditions:

 

      Candidates may submit their applications individually for admission as Member of the National Academy of Medical Science, duly proposed by at least one fellow of the Academy certifying the character and conduct of the candidate. Subject to the approval of the Council of the National Academy of Medical Sciences, the candidate will be admitted as member after paying one time life subscription fee of Rs. 2000/- and prescribed enrolment fee of Rs. 500/- or as may be charged from time to time, and after executing the Bond of Obligation.  Further correspondence in this regard may be addressed to-The Secretary, National Academy of Medical Sciences, Mahatama Gandhi Marg, Ansari Nagar,  New Delhi-110029.

 


 

3.               Fee Structure

 

3.1   The fee is payable only through a bank draft issued from Nationalized Bank mentioned with code Numbers given in the  this bulletin and  drawn in favour of National Board of Examinations payable at New Delhi, along with the applications by the stipulated dates.

4.               Registration

 

The registration form is given in Annexure and is also available on website www.natboard.nic.in

 

 

4.1.           Registration for CET/Primary pass candidates

 

Candidates undergoing three/five years training in the subject of their examinations after passing CET/Primary Examination are required to register with the Board within one month from the date of joining a hospital/institution recognized by the MCI/University/NBE for PG Degree training. After joining an Institution, the candidate has to submit his Registration Form to NBE duly completed in all respects through the Head of the Institution with all necessary enclosures to avoid delay in their registration with the Board.

 

4.2.           Registration for MCI/University recognized post graduate Diploma pass candidates with NBE accredited Institutions/Medical Colleges

 

The candidates undergoing two years training in the subjects of their examination after passing the MCI/University recognized post graduate diploma courses are required to register with the Board within one month from the date of joining a hospital/institutions/medical colleges recognized by the MCI/Univ./NBE. After joining an institution the candidate  has to submit his/her registration form to NBE duly completed in all respects through the head of the institution with all necessary enclosures to avoid delay in their registration with the Board.

 

4.3.      In case the subject for DNB is different than the speciality in which PG Diploma (recognized by MCI/Univ. is obtained, the candidate will have to complete three years of training after obtaining registration with Board from a hospital/institution recognized by MCI/Univ/NBE for Postgraduate degree training.  However, such candidates are exempted from qualifying CET/Primary Exam. such candidates will be treated at par with Primary/CET passed candidates for admission purpose.

 

 

4.4.      Registration for MD/MS candidates

 

The candidates possessing MD/MS qualification or undergoing three years of training as an MD/MS candidate before June and are desirous of giving DNB final examination  be held in June are also required to be registered with the Board. Such candidates can register at the time of applying for DNB final examination or during their MD/MS training.

 

4.5.      Registration for DM/MCh candidates

 

The candidates possessing DM/MCh qualification or undergoing three years of training as DM/MCh candidate before 15.09.2005 and are desirous of  giving DNB final examination to be held in June 2005 are also required to be registered with the Board. Such candidates can register at the time of applying for DNB final examination or during their DM/MCh training.

 

4.6.           Registration of candidates in subjects other than the subject of their passing MD/MS examinations

 

Candidates desirous of appearing in subject other than the subject of their passing MD/MS Examination are also required to be registered with the Board for training for a Period of two and a half years.  Such candidates are exempted from taking the CET-NBE Examination.  However, they will be treated at par with that of Primary/CET Pass candidates for admission purpose.             

 

4.7.           Registration Process

 

(a)   After checking the eligibility for the registration (and if found in order) the candidate will be registered and the registration number will be sent to the institution by post. This will also be displayed on the website.  All incomplete forms will be rejected and the reasons for rejection will be displayed on the website. In case of deficiencies, the candidate/institution is required to comply with the deficiencies within 30 days of publication of deficiencies, failing which the said candidate will not be registered. The list of the accredited institutions for training is given in Annexure. The candidates are required to undergo continuous training (three years/five years after passing CET/primary examination for graduates and two years after passing post graduate diploma examination recognized by MCI/Universities in these accredited institutions).

 

         (b)    No credit will be given for house job/special training junior residency etc. in the period of    two/three years training. Migration from one institution to another will be considered only on mutual acceptance from the concerned institutions after obtaining ‘No objection certificate’ at the discretion of NBE. The decision of NBE shall be final in this regard.

 


5.         Examination

 

The Primary and Final examinations are conducted twice a year in the month of June and December. The advertisements are given in the leading News Papers in January and July for the sale of information Bulletin and application form. This will be available from the Office of the Board at Ansari Nagar New Delhi-110029 and also from the branches of Central Bank of India in different parts of the country as may be notified in the advertisement. The application forms can be collected by remitting a Bank Draft of Rs.500/- drawn in favour of National Board of Examinations payable at New Delhi.

 

The Examinations are :

 

i)                    CET-NBE-This is an entrance examination  and

ii)                  Final Examination- This is an exit examination.

 

5.1             Centralised Entrance Test (CET-NBE)

 

5.1.1   ELIGIBILITY :

 

a.      Candidates who are in possession of medical degrees from Indian Universities registerable in the First Schedule of the Medical Council of India Act 1956 and have completed one year of internship.

 

b.      Candidates who are in possession of medical degrees from Indian Universities registerable in the First Schedule of the Medical Council of India Act 1956 and will be completing one year of internship before the NBE-CET examinations of the Board to be held on 12th June 2005.

 

c.   The candidates who are in possession of degrees from foreign universities and have completed their one year of internship and are registered with MCI (on permanent basis) at the time of applying will also be eligible to appear for the examination. 

 

CET-NBE will comprise of a written test of MBBS standard. The examination will include all subjects taught during the MBBS course including pre-clinical, para-clinical and clinical. Approximate weightage given to each subject in the two papers is as follows:

Each paper will have 180 Single Response Multiple Choice Questions.  A response sheet (OMR) will be given with the question paper. The Response sheet for this section contains 180 boxes. Each box refers to a single item and is numbered accordingly. Please remember that there is only one single correct response to each item. Indicate the correct response by darkening the appropriate circles with black or blue ball point pen.  Use of Pencil is prohibited. There is no negative marking.

 

5.1.2   Date of Examination

 

CET-NBE will be held in June and December on  Sunday, following the Second Saturday of the month.

 

5.1.3   Declaration of CET-NBE Results

 

The result of CET-NBE will be declared (pass or fail) of the candidates within one month from the date of the examinations. Candidates declared pass in CET-NBE examinations and those who have passed  their primary examinations earlier will directly contact the institution/hospital for admission for getting required training. The result will be sent to each candidate individually by post and also can be seen on website www.natboard.nic.in.  It can also be seen at Ansari Nagar, New Delhi Office of the Board.

 

5.1.4       Guidelines for Selection of CET/Primary pass candidates.

 

The restriction on the validity Period of Primary Pass candidates has been removed forthwith the validity of New Procedure (CET) has been removed.

 

The CET/Primary Pass candidates will apply directly to the NBE Accredited Institutions. NBE Accredited Institutions will select the candidates based on the applications received from CET/Primary passed candidates.  The institutions will evolve a merit list taking into consideration the aptitude of candidates and previous experience in the speciality.  The institutions will send the list of selected candidates to NBE for registratrion within one month of candidate’s joining.

·        For Family Medicine (New Regulations) separate information booklet with revised criteria is being prepared .  However for the candidates appearing for final examination of Family Medicine in June 2005 there will be no change and they shall be governed previous rules.
